Welcome to the Rental Offences Complaint System (ROCS)
ROCS is the Rental Housing Enforcement Unit's (RHEU) secure online case management system. By using this portal, landlords and tenants can submit a complaint related to the offences under the Residential Tenancies Act, 2006. Before submitting a complaint, you must complete the online screening process to determine whether your situation is one that RHEU may be able to help with. If RHEU is unable to handle the problem, we may advise you to reach out to the relevant agency for support. If the situation is one that RHEU can help with, you can submit a complaint online by following the steps outlined below.
- Confirm that RHEU may be able to help
- Create a login account(or use your existing My Ontario Account)
- Select the offence
- Provide the rental unit address, and the contact information for the landlord or tenant you are complaining about
- Answer a series of questions about the offence you are reporting
- Review and submit your complaint
- After you submit your complaint

To protect your privacy, you can use your existing account (if you have one) or create a new one by following the steps provided.

We do not take anonymous complaints.
You will be asked to provide details of the complaint such as the date and details about the offence you are reporting. You may also be asked to provide supporting documents such as the lease, the notice of entry or proof of rent paid etc.
Confirm the information you provide is accurate.
You will receive a file number confirming your complaint has been successfully submitted. A Compliance/Customer Service Officer will will contact you by phone or email within 3 business days to discuss your complaint.
ROCS Portal is currently in the pilot phase, and only a limited amount of offence complaints can be submitted online at this stage. The available offences are:
